For the first time, clients in New York state are able to have their eyebrows and lashes tinted in the salon with the new FDA compliant INTENSE BROW[N]S™ by RefectoCil®. The amendment was effective September 4, 2024 to allow tinting lashes and brows, only if using a silver nitrate color additive tinting product such as our Intense Brow(n)s™.
